WitE 2 with low FPS, nearly unplayable

Hello,
If I start the game and do the air phase, I can then move units on the map very slowly or not at all. Often the game stops responding or freezes. I have already found similar problems and changed the compatibility mode. Or changed the graphics settings to "high performance", but the problem hasn't gone away. The drivers are also up to date. Does somebody has any idea? The dxdiag is in the attachment.
