Game Generates Multiple Maxim MG - Kursk/Opening Moves

I'm playing the tournament game with Marzio. He has accidently generated 2 additional Maxim MG units in the same hex as the original just by moving other units into or through the hex.
If I need to generate a "ticket" for this, I don't know how to do it.
