Then why does the autodesign feature give me a suggestion that has too much tonnage?
This actually should be under bug reports, this is clearly a mistake.

The auto design also presents with ships that can't be built due to turret placement and speed; both are in excess of hull width (hull being too narrow).

Yeah, that too. The system should check any autodesign to see if it is legal before it gives it to you.
