If I get an officer with great abilities, is it better to have him command a division or a ship?

An officer commanding a division generally applies his characteristics to the entire division, with a few exceptions.

IIRC there is at least 1 characteristic that does not apply to an entire division as it would make no sense to do so; offhand I don't recall which one it was
