Please tell me what's wrong. Created a cargo mission to deliver Marines to the island. Unfortunately, the helicopters are spinning and do not land infantry. The landing point in the mission is marked. Even during a forced landing, the cargo unloading function does not work. The save file is attached below.

landing zone is considered water ( -16ft) see attached image ; disable the relief+bathymetry layer view to see it .
