[v1.12s] Possible Bug Related to Conquest of Minor

Reference figure below.
Two human-player controlled major powers (Newshire and Zebara) are at war with the same AI minor (Whitekeep) on two separate continents. On round 91, Newshire attacks and captures the Whitekeep capital of Keats.

At the start of Round 92, the remaining Whitekeep territory has been reformed as zone Midvale and ceded to Zabara, not Newshire. Is this correct?

(a) Should Newshire have gotten the territory since they took the capital?
(b) Should Zebara have gotten the territory since they destroyed Whitekeep units later in the same Round 91.
(c) Should the territory have been somehow split (maybe to the nearest at-war advasary)?

Until this happened, I thought the answer was (a), but (b) apparently happened.

Also, note that Newshire was on beta v1.21s while Zebara v1.21q.

Rule (a) is in effect in fact. Note though its not capital, but last city.

They had another City on Zebara continent as well.

Got it. Understood and, frankly, that's a better way to handle it than fall of capital.
I think it's the first time I conquered a minor with more than one zone (don't think that was possible pre-Oceania).
