Wider construction rate control

Allow for two more construction rates (as shown in the figure below).
0% - suspend construction - effectively the construction version of "mothball". In this state, maintenance crews need to be maintained or you will lose a little on the turns of completed construction.
150% - Accelerate the schedule - overtime for everyone! Resource costs doubled. Zone happiness takes a -1 penalty each turn for each construction site at 150%.
