I would say this was a skill mismatch . But yes technically any city hex on the map could be taken if one person is more skilled than the other. Against equal skilled Moscow would be very difficult. But maybe I am wrong and K62 is saying Moscow can be taken all the tome in August ;-p

Against the AI or another player?

My current campaign is versus challenging AI. I dare not to try hard since I'm not so sure whether it will affect numbers of Soviet troops spawned. But I'm just raising this question out of curiosity. If it's achievable, I might try it at the next campaign or such.
