Offensive chit bug

version 5.0.0.10
USSR used O-chit in Ukraine on Zhukov.
During ground strike phase two ART in Ukraine were doubled, but as target hex is out of HQA range there are no double rolls. When I edited HQA one hex closer, everything went right. I was able to recreate the bug,

No bug.
RAW:
you can double the combat factors of this major power’s land
units within range of the HQ
and
Artillery gain the effects of surprise (see 15.) and offensive
chits in a land action
and
2.8 Range
When counting the distance from one hex to another, you count the
final hex but not the starting hex.
It's the hex the unit is in that counts, not the hex being attacked for the use of an offensive chit in a land action.

From the bombarding ART to the HQA (Zhukov) there is 5 hexes, so that seems within range to me. And within the rules you posted above. So I still think it is a bug.

Yes. And the ART is 5 hexes from Zhukov, and the hex being attacked is 6. The problem is that the way MWiF implements ART ground support is to move the ART onto the attacked hex, and then it evidently counts from the HQ to the attacked hex, not the hex the ART is actually in.
It's a bug.
