So I, Japan, was moving across a river into a hex with enemy units. I was on purpose only moving but when it got there it performed a shock attack with terrible result. Is this a thing? I couldnt find anything in the manual

Crossing the river into enemy is automatic shock attack.

Same with landing on atoll.

Only when you have enough forces in enemy hex, follow up forces won't shock attack.

Manual 8.3.

Moving across a River hex side will also cause the crossing unit to initiate a shock attack unless the
moving side has a presence of friendly units that are already in the hex that meet a threshold
of strength when compared to the non-moving side

A defended river crossing is always a challenge and this simulates that. In the game the assault on Singapore is the big one, especially if the British have been able to withdraw forces into the city/reinforce. Best to wear down defenders with air attacks and take our supply, but sooner or later Japan has to bite the bullet and cross in force

TY, had totally missed this, is the first time playing Japan and allies normally just defend at first.

Note that the part about having forces already in the hex mentions crossing the hex SIDE. If you cross the hex side you already own (use the W key to see WHO owns each hex side) there is no shock attack if the forces in the hex are 1/3 of the AV of the newly arriving units. But if you come from a different direction to cross a hex side that you have not yet breached, there is another shock attack.

But t is only shock attack if it meets all of the other criteria for a shock attack as in crossing a river or any invasion, this shock attack will only be the new unit(s) coming in plus any already designed for the shock attack. So after a shock attack, check the orders for the units in that hex.

As a suggestion, not just to you but also any other new and/or returning players, reread the manual and things will become clear or clearer now.
