Performance issues related to frame rate limiter

This isn't really a bug, but reporting it here in case it's useful for other people or for the devs to look at.
Ever since the Hyperspeed update, I've been having performance glitches. Namely, when panning and zooming the map, I occasionally get severe stuttering for a few seconds. The ship icons/badges also wouldn't zoom/pan with the rest of the map, but would catch up and "snap" to the correct position after 1-2 seconds, and the game would pause for a couple seconds as well, almost as if it was swapping.
Well, yesterday I noticed in the Settings that my target framerate was set to 240 fps. I dropped it down to 60 fps, and suddenly all of the above issues disappeared completely.
Note that this isn't related to my hardware not being sufficient. I have a 24 core CPU, 64 GB of RAM, and a 4090. It was almost like it was swapping, even though I clearly have enough RAM. Anyway, lowering the target framerate has completely solved the issue, and now it runs very smoothly.
