I played this game years ago, and while there was a scenario about Communist China invading Taiwan, I could only play the communist side :/ Has the game been improved since then to allow me to play either side?

It does not depend on the game engine but on the scenario design.

What was the name of the scenario?

I am curious what you mean by improve?

The ability to play either side in a scenario is set by the scenario builder, not the developer.
