I get the "our scientists have made unexpected advances in X" technology pretty frequently but it doesn't seem to produce any actual improvement in our capabilities. What's going on?

It means you are likely to get an invention unlocked earlier than normal. It's a small advance but not the full one you usually get from espionage.

I think that particular message is just a boost to RPs available in that tech pool, but haven't performed the tedious operation of checking the save files every turn until that happens.
