Effectiveness lost at sea and convoy attack

I wonder. Does effectiveness lost at sea for fleets is taken into account when calculating losses against a convoy?

I do not wish to read that since it is the game I am playing...
I am not sure ncc...Subs don't loose efficiency so this had no effect on them.
Ships and CVs do...
I suspect not...
Does efficiency have an effect on Sub Hunting?
Convoy escorts do not even have efficiency.
All interesting questions.

BASED on an imperfect test..
I maxed out convoys to India from US / UK
Then sent down the 6 Japanese CVs to hunt.
Efficiency UK Sunk US Sunk
100% 10 9
76% 7 7
58% 6 5
Based on that I would say yes...efficiency is counted.

100% is. For ships they have limited fuel, bullets, bombs.
Subs are much simpler. Either they have torpedoes or they don't thus why it is simple based on supply.

Al I believe the question was...
Does efficiency effect the damage that surface ships cause to convoys...
My best guess is yes with my minimal test.
