is it accurate that a unit defending (non-phasing) will only use values on the right (defense column) while a phasing (attacking/active) unit will use values on the left (attack column)?

Yes. Keep in mind, though, that unit combat “defence” values work as “attack-while-defending” whereas unit combat attack values work as “attack-while-attacking.”

For example, a naval unit’s “naval defence” combat value is not really “defensive” per se, it’s actually a “naval attack” value when “defending” from other naval units who are “attacking” using their “naval attack” combat values.
