No flags and/or diplomacy Options

What file / data did I mess up? I have no idea if this was a script related error or data related error, or neither. Can't use diplomacy or production menus. Obviously, messing with the files isn't supported. Just wondering if anyone knows the issue. It was working fine yesterday with the edited flags.

For some reason I just needed to save the game and reopen it.
Weird.

If it happens again.... send the log.
Also was this a standard scenario or modded?

I was working on a mod but have not been able to continue, as all custom maps no longer reload operation points on the next turn. I've looked through the scripts and data and have no idea what is causing this issue.
This is an issue with all my modded WPP scenarios, which has made finishing this impossible. I've tried to remove the modified events and graphics and run the map with default settings, but this did not work.
This is all rather unfortunate, as I had a working World War One grand campaign map about 75% done.
