Either when it is at war (when Axis invade) or, IIRC, around Spring 1942.

Says 1/1/42 in the event file...

So should be first turn in 1942 IF neutral otherwise as Nirosi said...when at war.

looking over things-

would you guys build cavalry or anti tank as russian speed bumps in 1940?

there are largely the same, with the cav having much more movement

anti tank has one more 'gun' and more OPs

So in my experience this isn't true. I've been meaning to mention something about this. I tend to build nothing but armor and mech as the USSR from the start of the game, which with the 40% experience boost makes the USSR nearly impossible to dent. My last game the Germans got maybe 3 hexes into the USSR before they were stopped. The reason is, the USSR can build like 10 armor corps before the Germans invade in 1941 and they can use those corps to keep the Germans from being able to surround the Rifle corps. It makes it extremely difficult for the Axis to cut off and destroy those corps, which is the only real way to make good progress in Russia.

I was going to suggest the the USSR only be allowed to build Rifle corps until 1942, which it sounds like is what they are intended to do? If that's the case it's broken because I never build any Rifle corps. Or do you mean, Rifle corps vs Infantry Armies?

Maybe I will get to test this as the Axis...
I normal smash the armor and once through there are not enough troops to slow the German advance...

But again...would have to test it.

Yes, I think he was asking when he will be able to finaly build infantry armies instead of infantry corps.
