Bernadotte as the heir to the Swedish King

When the Allied player uses the card "Bernatotte", according to the manual, a 4 quality general is created.
On easy difficulty, after the British military reform, the leader is a 7 quality one. On medium, it is 8, and on hard, it is a 9 quality leader. I suspect this might be a bug, perhaps the effect of the reform is taken two times into account ? 9 is a lot, and Bernadotte as a French leader is a 4 quality leader. So, 3, 4 or 5 before the military reform and 5, 6 or 7 after the military reform, depending on the difficulty setting, seems better than 7, 8 or 9
Bernadotte almost as good as Davout and better than Lannes seems wrong.
Also, the Ottoman leaders seem not to be modified due to the difficulty setting, is it an oversight or is it intended ?
