Victory Cities

What would happen if:

1. All victory cities were worth only 1 VP and,

2. If there were NO victory cities at all?

Assuming you got rid of all cities and all auto-win/loss conditions, then you'd be left with the Jan 1 1945 check to see if Soviets have matched the Axis total and the taking of Berlin, and reaching the turn limit as the determinants for victory. You'd have to change/remove event VPs by changing the events if you didn't want them to come into play. I don't know if having 0's for all the scoring would cause a problem, but I'd say it's better than a 50% chance it would play ok.

Thank you. I didn't touch the victory cities but was just wondering what could happen.
