I have a free movement deal with a major regime and I also have a higher QOL than the other power. But I am not seeing where any migration is happening anywhere between myself and the major regime. Is there a way I can easily see if this is happening or not in a report of something?

Also do I have to border a zone with the empire for free movement to happen?

No idea about the other question, but yes, migration only happens between neighbouring zones.
