Divisions ignoring "core" orders

In the battle going on in this save file, the 2nd Battle Division was designated Fleet Flag in the division editor, but when the battle opened, I decided I would rather have 1 Battle Division go first, so I redesignated it as independent and 2 BD as core on it. But 2 BD continually changes its orders to independent and tries to go first. Is this WAD? Are my admirals just being insubordinate?

Thanks for the report. I have also posted about this repeatedly, I hope that the volume of instance reports allows to finally fix this.

Another occasion, where in the battle setup screen, I assigned the light cruiser division to scout for the heavy cruiser division, but when the battle started, the CLs were some miles behind their buddies, in line ahead formation, and set to "independent".

Another example, I've given 1 Battle Division orders to follow 2nd Battle Cruiser three times, and each time they've defied me and gone their own way, and now they've led the fleet into an ambush.
