Anything I can do to crush rebellions?

Does it make any difference if I send ships to an area that is having a colonial rebellion? Maybe ones with colonial service?

I'm not 100% sure on that.
It should help, by increasing the presence of your nations Marine equivalents and allowing you to attempt to interdict attempts to supply the rebels.
Whether this equates to anything in game though...

I know that fortifications make ground combat much harder for the invading force, so it would stand to reason that fortifications would help you crush rebels, as well.
All I know is that I've never lost a colony that has fortifications in it--so maybe next time you get the rebellion notification, you should queue up a few 4-inch or 6-inch batteries.

I've found that having active fleet strength in the area where the rebellion is happening seems to help. Sending a few battleships to the troubled sea zone appears to go a long way to convincing the rebels to call it quits.

Fulfilling colonial requirements definitely helps. Anything above that, I do not know.

I believe it also has to do with the time period in the game.
Before about 1945 I have had good to very good results sending a squadron of decent AF to overawe the natives. After that...just let 'em go.
