Defending the Reich

No matter what I try, I can't seem to do much better than keeping about 1,000 fighters in each West, OKW, and OKH. (not to mention 300+ in Ploesti)
It seems the fighters from those HQ's are set up to defend in only one direction each. Seems kinda hokey and gamey to me.
For instance, you'd think 1,000 fighters could defend in a circular area if say it was situated in Kassel from the west edge of the map, east to Berlin, and south to Munich. I tried it with a spare hq, and got nothing but lost production for my troubles.
Currently, my fortress has a roof (43' scenario)...a very expensive roof, and my air units in the east are just holding their own, except where my opponent decides to throw his Red Guard units.
The Axis Allies are bearing the brunt of it all in the east.
Has anybody got a definitive answer to defending against the bombers with less than 18 Jagdgeschwader?
