Battle generation error

We never had a chance to defend this convoy. The enemy's squadron set up basically on top of it, while we set up 30-50 miles away. We moved pretty much straight towards it, but almost before we joined battle, we were already getting location reports from the convoy escort force and seeing merchants being hit by enemy torpedoes. The battle gen in convoy escort scenarios has to set the defensive force up where it has a chance to intercept raiders.
Bad enough that as a defender, you don't know where your convoy is at the start of the scenario unless you are lucky enough to be set up within sight of it.
