Puzzled by why Air Armies aren't moving

Hi everyone,
Relatively new player here working through my first game with mixed manual/AI control of the air. Also my first campaign game (Vistula to Berlin), so it's been a very helpful learning experience.
I have a reasonably simple question and I'm embarrassed that I can't seem to find the answer anywhere: How do I ensure my air armies and air groups move forward with the front?

Looking at the second screenshot, why isn't 5th air army moving west?
The army HQ it's following is moved forward, the Air HQ is as well. There are airfields near Budapest with empty slots. Rail looks good enough (?)

The component air units will be redeployed as they follow the ground HQ that their Air Operational Group or Air command is assigned to follow, or will move as appropriate to execute their naval ops or transport missions. This will happen when you press the AI-Assistance button unless you are using the Automated Assistance (when it happens at the end of the air or ground phase).

The ‘retreat’ stance will be useful for an army conducting a strategic retreat as it will pull the air units back to the area where the HQ being followed is located. In turn the advance stance is useful if you carrying out a major offensive and want to keep the air force close to your spearheads. In either advance or retreat, this gives the player an opportunity to move his ground HQs before the AI air assist moves the units toward those HQs in the ground phase.

Thanks Wiedrock! Yeah I think I’m doing that - I have them on advance and am moving the army HQ up. Let me know if you think any other things may be holding it up!

Since the movement happens at the end of the movement phase, it's possible your air units have used so many travel miles that they can't transfer (theoretically at least). Also, air units don't want to move up to fast where there's no freight available. Also, the air units don't like to get to near the front line. That's all I can think of.

Thanks! Okay - sounds like I’m not doing anything too awfully wrong. Let me see if this issue doesn’t resolve over time.
While I have you….
My TOE has just gotten decimated in this game (Vistula to berline) playing as Soviets. I’ve been resting and gaining CPP back up, and just sort of assumed TOE would follow along but that appears to not be the case.
Any other tips here other than reduce max TOE % for less important units? Have I made an error by not investing admin points for priority repair of resource production and factories? I will be honest and say I haven’t really been keeping an eye on production…
