[FIXED] SOSUS is clumping contacts in cold water areas

The issue was also mentioned here. I started the scenario again and figured out that only the northernmost arrays are affected by the issue.

I made a test file to from what longitude on this behavior sets in. It seems the problems kicks in at longitudes higher than 69.5 N (and likely S). IIRC the layer and convergence zone calculation was changed/improved with the Tiny update. I guess the issue's root has something to do with this.

I hope SOSUS is not OP now, it looks quite strong now.
