artillery range "bug"?

I'm new to the game.
When an artillery unit is selected (under move mode", all enemy units within its range will be marked with a red target mark on the map. Somehow, long range artillery, e.g. German 170mm or US 240mm guns will show the red target cycle on enemy units in range normally, but when right clicking the targeted enemy unit, to bring up the detailed combat setup popup, the selected long range artillery unit does not show up on the left lower "attacking Force" box, and the "attack" button is greyed out, as if it is out of range. This happens when the targeted hex/enemy unit is more than 16 or 18 Hexes away, and showing normally if the range is not too far. I can see the range shown in the TOE popup window, which is 29 (for 170mm) or 28 (240mm) hex, the artillery unit is not a unit with mixed range artillery, i.e, only has a number of the same type of artillery pieces and some trucks + infantry. 
Even stranger, this only happens on medium size scenarios and the campaign sized scenarios, small scenarios have the same artillery unit showing up on the combat setup popup normally up to its designated range, i.e. up to 29 hex away.  
I tried to check the editors and spend a lot of time testing and spend a lot of time to search the fourum here but no one seems had this issue.
Am I missing something here?

You are right. I had it limited to 16 hex range, increasing this to 32 for the next version.
