...so I cant play "Call to rebelion" - as you cant do hostile actions againts you friend. But we are at war

Did these pact levels decrease in the subsequent turns? How did you end up at war with these guys?

No, we keep fighting for years and still have military pact
Since we are both republican, apparently we are both fighting with some gentlman agreements
War broke, when these bastards attacked an innecent minor nation I pledge to protect.

Added a fix for this for the next patch. If you still have the save of just before it happened, could you retry with the newest patch 1.21c (coming up asap)?
