How to understand fuel consumption per turn?

I'm currently running an AI v AI game, 1941 No Early End, and I cannot figure out how fuel usage works.
Consider the following fuel situation as Germany in turn 79 (Dec. 1942). I have 342K fuel stored in cities/pool/units
In the next turn (turn 80), the fuel situation looks like this. Total fuel storage is now 343K, increased by 1000
In the turn 80 logistics report, we see the following. I believe this means that 13K fuel has been consumed from depots, and 138K by the civilian economy. If we add the ~79K fuel consumption by factories, we get a total consumption of 230K, which is ~60K more than the 170K produced each turn. So why does the total fuel store increase by 1K between turn 79 and 80?
And then we have this part of the logistic report, again from turn 80. The produced column for fuel and synthetic fuel makes sense and matches what we see in the pie charts. But why are the numbers in the consumed column so large (185K and 318K)? This doesn't match the civilian consumption, depot fuel, and fuel used pie chart. We also don't see the fuel store decrease by >300K every turn. Is this table bugged?
