How to increase the effectiveness of artillery fire? Are there any artillery observers in the game? And If I am shoot in empty hex I am take changes to destroy fort or shoot in unit?

Currently, the closer your batteries are to your target, the more effective they will be.

Artillery targeted in Line of Sight of your units will be more effective (at least land closer to where you want it to).

Can the batteries destroy Forts?

They cannot destroy on map bunkers and pillboxes.

Although, moving closer to them will help reduce the units inside them.
