Transfer ground units TO national reserve?

The manual section 13.2.1. Ground Units Transfer to and from the National Reserve says that it is possible to transfer ground units to the National Reserve to refit/rearm. However, I can't seem to do that. The unit information panel does not have the Transfer option like the air units do and changing the HQ doesn't give that option either.
Does anyone know how to do this?

You have to be at least 8 hexes away from the closest enemy controlled one, to transfer units to the AR/SR.

And the unit must be on a rail hex.

There's another section
National Reserve section
4.14.1 in the original manual that states the
OLD requirements that were changed in an update to 8 hexes and on a working RR. (Used to be 4 hexes and on a working RR)
The Living Manual shows this in an errata. You need to be using the Living Manual in conjunction with the Original manual to "devine" precise current rules. Confusing? Yes... but that's the current system since editing the original manual every time there's an update would be a daunting task considering its size.

I don't feel editing the original PDF a daunting tast at all in comparison to the sowed confusion of trying to maintain all updates in a seperate "living" document.... another 800+ pages in a separate file.
Original PDF:
520 pages
Living Manual:
850+ pages
Now the combined content has grown to
1300+ pages.
Editing a PDF is no different than editing an MS Word document and then exporting as a PDF.
Editing an MS Word document is fairly straight forward, right?

Editing an MS Word document is fairly straight forward, right?
It is when you have to line up/rearrange all the pictures and illustrations and possibly embedded pictoral text to correspond with the corrected rule changes, which is why they present the changes in a text only format. At least that's better than the old way of issuing an "errata" sheet with just the changes.

There is still a cost involved. Someone has to spend countless hours doing the editing. Most (but not all) war games documentation is like this. The one exception I know of is WDS, they periodically update their docs but someone has to spend the time to do it. Generally with Matrix Games it takes a community effort to revise the docs.

You guys make it sound like editting a MS Word doc with embedded images is complicated.
Trust me, it is not. It is done all the time without issue. (academia, government, software development...)
Any decent tech writer would have no problem.

As a professional document designer, using Word for a doc that size is a horrible idea and task. Word is simply terrible.
Even using InDesign for documents that large, editing is a tedious task.
There is a difference between writers and designers.
EDIT: I just checked the Manual PDF file and it was created in InDesign.
