No suitable division

In the attached save game, during the battle generation procedure, I transferred one CV from Carrier Division 10 to 1 Carrier Division, and then when I tried to transfer the second one, I got a "no suitable division" message. There's something about having CVLs and CVs in the same division, I guess, but why it let me have the first one and not the second I don't know.
