Yes, the planet is the key. Of course, one could mod in more 'metal potential' per each planet via the S&S Editor, I suspect.
Need to look into that just for fun.

Metal is rare and I never had it close to the starting location but yeah it depends on planet and RNG. Usually you have to rely on scavenging and good governor to increase the output. My prospecting could discover metal level 1 or 2 in my zone. Later I could find better metal on next minor regime territory and another one on third minor regime (levels 6 and 8) so I was lucky. No single oil or rare metals on my Seth planet yet. I hope major regimes have similar situation as the metal prices are huge
