[1.25c] Ammo factory lvl1 is too efficient (very minor issue)

Made in 1.25 #196.
Currently 1.25c
Ammo factory level 1 is the most efficient production until ammo factory lvl4+
Factory does not seem to have any metal scaling (which is fine), it gains a little bit of energy efficiency per level but you need more workers per ammo in levels 2 3 4 (as example lvl2 takes 6+ times more workers and produces 4 times the ammo), could you please make level 2 3 & 4 scale better?... or could you please just give lvl 1 ammo factory production need of 1000 workers instead of 500 and my brain will stop being triggered so much, thanks ^^
