Can not send Venezuelan oil to Brazil

For some reason, I can not send the Venezuelan oil to Sao Paulo. When I try, the little window on the production screen happily says "No country, production, Sao Paulo", but when I hit recompute, the three lines turn blank, and the oil winds up going to Minneapolis. Has anyone else had this problem with the Venezuelan oil? Since Brazil is US aligned, there should not be a problem doing this.

Should you be able to? Not sure, you can not trade your traded resources. And I dont think Brazil is considered part of USA to these effects, so it is an allied country, a different country from USA.

I wondered that myself, but I am not trading the resource; I am sending it to one of the US's aligned factories, not allocating anything in the Resource Lending step. I looked in the rules, and I couldn't find anything.

That is what I mean. You consider them to be USA factories, but they may have to be considered factories of an aligned country, which is not the same. I would say they should not be able to be used there, butI am not positive.
I went through 13.6.1 Resources, 5.1 Trade Agreements, and 5 Lending Stage, to clarify, and couldn't find the rule; however, I have been told the rule from old and it is normally used.

Correct. You have to send a trade resource (or build point) to the major powers home country (or countries, in case of the CW). So you can't send any to aligned minors.

(1) Traded resources and BPs must be shipped to the receiver's home country or lost.
(2) As I understand the rules, sent resources and BPs may be shipped from anywhere controlled by the sender (e.g., aligned, captured, home country).

Not quite. Traded resources sent to you have to go to a factory you control, or if oil (and playing with the oil option), they have to be stored in a location you control that meets the requirements for storage and has a land and/or sea transport path to it. Any aligned or conquered country is one that you control. A good example is the CW storing oil from Persia in Cairo.
Traded BPs sent to you have to go to your home country (the UK in the case of the CW).
"Sent resources" is a confusing term. If you control a resource, you can send it to any factory or if oil, you can save it. If it is being sent to you, see above.
Since the Venezuelan oil is being traded to you (assuming you have neither conquered or aligned Venezuela) you should be able to store it anywhere you control that meets the requirements for storage and has a land and/or sea path to it. And then you can use it for re-oiling or for production in following turns. If Brazil is aligned, you control Brazil.
That is what the rules say. As for Sao Paulo, if it meets the requirements for storage and has a land and/or sea transport path to it, then you should be able to store a Venezuelan oil there.

The problem I had was not storing the oil in Sao Paulo, but using the oil in a Sao Paulo factory. This is evidently not legal, which I did not realize. In fact, I still can't find the rule that makes it illegal, although people are saying that it exists.

RAW:
Venezuela
A neutral Venezuela must supply the CW with half its oil and the
USA with its remaining oil each turn.
It doesn't say: USA or any USA aligned minor country....

The second is correct, if cw is sending the oil of Burma to China, not a problem. But it cannot send to China the oil that it receives from NEI
directly. It can be stored and the next turn sent.
The restriction is "you dont trade what has been traded to you". However, you can trade the same type of resource to another country if you have them stored from before or you produce them from your own controlled Major or Minors.
