When Italy surrenders to UK. Soviet troops are completely stuck. Impossible for them to perform ground move.

Only options available are:
1. Air move
2. Naval move
3. Disbanding these units

USA troops have no problem.

I didn't try rail move. Will do it next turn.

Rail move is working. So we are safe.

That's the cooperation issue. I will have change some conquest rules.
