AT-Rifle "Squad" performance

First, (most) AT-Rifles have no Soft damage at all but they are shooting at soft targets also at longer ranges.
Second (minor issue/maybe just bad RNG but also observed), even at CQC (33m city engagement) Pistols of PTRD Squads are not hitting anything at all, the German AT-Rifles at least scored 2 Pistol hits.
Maybe that's both intended to balance them, since they are the best Ground Element anyways (at least when it comes to everything other than actually fighting).

Wasn't on my radar. I don't know if there not ever doing anything to soft targets is still true, and/or if this was intended by Gary and the team. Is this still the case that they only harm hard targets?

Occasionally they harm soft targets with their pistol (or kar98 for the Panzerschreck Squad), but rather rare (understandable). But they shoot at soft targets as if it would be their normal thing to do.

I mean the AT rifle is actually a decent anti-personnel weapon....look at how they have been converting them to sniper weapons in Ukraine.....Im sure many were used on personnel in WW2 as well.

AT-Rifles firing at soft targets should only permitted as emergency at close range but should not be standard practice. These were specialized weapons.
Only after they were seen as mostly useless vs newer and better protected vehicles they were used vs certain soft targets as a powerful sniper rifle.
