If in the editor an officer shows either no subsequent promotions from their initial rank or it shows them only being promoted as high as maybe 3-star is there anything in the code which will prevent them from getting promoted further?

I already found out in my General Availability question that if they are assigned in a command past their last date they have a higher chance of getting killed.
