If an NKPS did not arrive as a reinforcement into NW Leningrad, a city that is basically cut off from time to time.

AFAIK, units should never appear in an isolated hex. Was the hex isolated? If you have a pre-save it would be helpful. If this is a server game, let me know the players. Thanks.

I assume it can be shipped out via the port.
Even if isolated - troops can get evacuated. I've not tested if that port has adequate size for, but I assume so.

Definitely not isolated but the unit appears on turn 20 at which point ice causes the port capacity to plummet. So you can't evacuate it at that point.

It probably shows up in Leningrad because most of the time it can be isolated only from the rest of the Soviet land mass, not fully isolated the way you need it for units to surrender (and probably how the game checks).

I agree, it should just be programmed to appear near Moscow or something.

Or maybe in the reserve TB, one turn earlier. I think having all scheduled reinforcements/transfers appear in the reserve would help with tackling all these weird scenarios where the destination hex may not be friendly controlled.
