War in Europe vs World at War

Curious to why these differences exist between the War in Europe (WiE) and World at War (WaW) games:
1) Afrika Korps appears in Libya in WiE, but in Italy in WaW, requiring the expenditure of naval transportation for each unit.
2) Yugoslavia coups and "prepares for war" in WaW, allowing the Axis to DoW and invade if it chooses, but in WiE it coups and goes to war instantly at the end of the Axis turn, giving it an Allied turn to build and move, including transporting in Allied units before the Axis can respond.
3) There are the same amount of units provided to the Axis in both games, yet the distances are greater in WiE, making holding the line in Russia a lot more difficult, never mind garrisoning everywhere else.
Is this just a matter of separate development and no desire to change them to be consistent? Or are there reasons?

1) WiE was released first, and not everyone was happy with having them arrive in Libya so for WAW I thought I would try something different... and not everyone was happy with that either.
As the implementation of having them arrive in North Africa was rather complicated and involved a lot of work, I have not undone that work. Additionally, there are more locations on the WiE map so their arrival in North Africa was more plausible (once we had reduced/eliminated gamey play by the Allies to stop them from deploying).
2) I will have to investigate.
3) Both games are different and we respond accordingly as issues arise, so there are a lot of similarities but they both also have their own settings.

Answer to #3: I understand they are different, but why are the forces the same for both games, when one is a larger map by about a third?

So the map size difference is actually 38% larger in War in Europe. With approximately the same amount of Axis units, with the same action points and movement range. So you end up with a lot more ground to cover, partisan hexes mor spread out so one garrison can't be adjacent to more than one spawning hex. I run out of Axis units to form a line, let alone attack. All the Russian player has to do is not defend the border and use two engineers to dig a line from Smolensk to Rostov and wait for the spread out Axis to reach them. By the time the Axis reaches this line, its spread out and lacks the ability to concentrate without leaving huge gaps. I imagine some players can get around this by building corps leading up to Barbarossa without investing in upgrades or buying too many air units, but then you've got an Axis force that is not superior to the Russians.
