Trapped in Quebec

So I was playing a game of 1862 Trent War where I did a Canada First strategy, pushing the AI out of Montreal and then taking Kingston, Toronto, and then Ottawa. In my (enormously costly) advance on Ottawa, I tried to screen my rear using gunboats, but they got trapped after the British withdrew.

I feel like there are two problems here:

1. There needs to be a way to get boats out of surrendered territories just like how land troops are automatically returned home after surrender
2. I don't think there is a satisfactory Canada ending. I appreciate the loss of the blockade runners, but the reward does not feel proportionate to victory, much less actually taking Canadian cities.

Also, a sidenote: This was the first time I noticed the blockade runners actually disappear. So I tried capitulating Spain (capitulating France seems almost impossible) in a hotseat, and even though I captured Havana, the blockade runners there reverted to the Confederates instead, also leaving me stranded. I wonder if this is intentional behavior or not.
