The Istrian peninsula was one of Italy's principal war objectives in WW1 and WW2. And yet, in this game, you can't invade it. Seems very odd.

You have to abstract things a bit. Don't think of it as Istria, rather than the Austrian homeland. If you could annex it together with Dalmatia, it would deny it access to the sea altogether. Historical perhaps, but in terms of a naval game a bit impossible (unless with a rule for removing powers entirely from the board).

Exactly. I would think that if the Italians took Istria, the Austrians would disappear from the game. Maybe if some other country took Istria back, they could re-establish the Austrians as a naval power. This was the big thing about "The Sound of Music", that Captain Von Trapp was a star submarine commander in the navy of a landlocked country.

Maybe the Austrian navy could relocate to a sea area where one of their allies had bases and continue to function.
