IJN Southwest Area Fleet - cannot assign as HQ for anything

I have the SW Area Fleet in Soerbaja, in supply, showing Southern Army as its own superior HQ. There are some units that arrived as reinforcements with SW Area Fleet as their HQ, but when I try to assign additional units to SW Area Fleet, I cannot find it listed under Southern Army or anywhere else as an available HQ. Am I missing something?

Hi. So, basically land combat units (LCUs) cannot be attached to Naval HQs which is what type the SW Area Fleet is. However, LCUs can be attached to the Southeast Area Fleet HQ and a few other fleet HQs because they are designated as being "Command HQs". That is why Southwest Area Fleet is not showing up as an attachment option on the HQ list while other fleet HQs are.
In the game, LCUs can only be attached to Command HQs (whether it is or isn't a top-level HQ) or a land-based HQ (i.e. Army/Corps/Air HQ) which are attached to a top-level HQ. You can see what type an HQ is when you click on them. It's the first thing listed in the upper left after their ID number and name.
The fact that the Combined Fleet HQ is not considered a Command HQ has been a source of controversy in the past, but it seems the developers felt making Combined Fleet a Command HQ without demoting one of the existing Command HQs would increase Japanese capabilities beyond what they deemed realistic.
