[1.25 #196] Raise formation percentage differences

Even if in details you can raise 44% of the formation, so no formation raising at all
on raise formation screen 100% is displayed

In the manual (or in-game somewhere) it states that you have to be able to raise 50% of a formation for it to be created.
In the middle bar for Cost is shows you'll need 140 fuel and you only have 62, hence the 44% of items value.

Sorry, I'll try to better explain what issue I'm reporting.
I understand that I need at least 50% to raise a formation and I understand why I've only 44% of items available (even if would be nice if the missing items were highlighted somehow, maybe with a red font or something similar to make them more apparent) but the issue is another one: in the raise formation windows, when all available formations are shown, percentage is still 100% (second screenshot).
I cannot reproduce it on every savegame (even starting a new save will not show this issue) but on certain savegame like the attached one it happens. You can try raising a formation in the capital and check that in the first window (second screenshot) 100% is shown but when you try to raise it a lower (but correct) value is shown.

I did some quick test and it seems (not 100% sure about that) that, at least in some cases, the percentege shown on raise windows is the logistic percentage (the same reported in detail window under "logistic").
I was expecting to be the "total" percentage: it would be more useful

Yes the first window cost is the % without the need to buy the supplies. Not ideal, but going to stay like this for the moment.
