Small Custom Scenario "Khalkhin Gol"

This is a small scenario (14x12) I created in my time off based on the Japanese-Soviet border conflict. It is intended for hotseat/solitaire play. The game units are battalion-brigade sized, turns 5 days long, and the scenario lasts from July 1st to September 16th. There is no resource management. A historical result is possible in hotseat/solitaire play.

Note: supply depots and supply sources in this scenario are destroyed on capture but respawn when recaptured. Also, additional supply depots are generated for the Soviet player as they advance, in order to punish a Japanese player who attempts to turtle on their side of the map.

Question: Does anyone know why units only ever shatter and never retreat? This is the only issue with my scenario, and I don't know if it's only an issue for me. There is never retreats and only shatter or hold results for both sides.

Normally they only shatter if they have no where to retreat too...

Someone the system does not think there is any land controlled by unit.
