Units failing to manual fire

I'm running into an issue with getting units to manual fire/act as expected. I initially thought it was due to doctrine settings not being reset after unassigning from a mission (a bug I don't think exists) but I am seeing it again even now after creating new units.
In the save, I have created Flight 11728 (Over South China Sea, approaching Hainan Dao) assigned to fire A/A JATM against J-11BH and Automatic Fire is allowed, and Doctrine Settings are to fire within 75% range. There are several JATM's allocated and yet not firing. OODA is not a limitation.
I have run into other issues in this scenario (chiefly BMD, which I know is a WIP) and have attached a scenario where multiple ABM weapons are available for automatic fire but do not fire. There are also manual-fire ABM weapons assigned that do not fire. The missiles are incoming Nimitz and Eisenhower in the Southern Philipines.
