Are 2 new NSSs at Yerevan and Nakhichevan added?

Yes, they've very little capacity though.
I believe the mechanic is in place to avoid Russian troops in Caucasus, if cut off from the north - to be isolated by air interdiction in the Caspian Sea. Something players can pull out against AI.
Since to function 2 NSS are needed to be linked this is a measure to prevent something fishy - similar to what may happen to the Germans if only 1 NSS remains operational in late war all of their army goes Isolated Mode.
