Unsupplied in my own capital

WTF? How does a unit be low supply in its own capital?

SHQ supply being black means it does not have enough to send to all the units. In your case, you apparently lack fuel and probably ammo, stuff currently present in SHQ will only be available for delivery on the next turn.

Check the 'items' tab above the unit portraits to see what was requested and what was delivered.
Also, click on the barrel icon next to the SHQ commander's face to see details on what a certain unit is missing.

This doesn't tell me why a unit in the same hex as the SHQ is unsupplied.

If you look at my inventory, I have enough of both.

If you look at my inventory, I have enough of both.
As explained, what you see on the left panel is what is available for use the next turn. You can't use resources the same turn thay are received by the SHQ, so you will almost never see 0 of a resource. It doesn't mean you don't use more than you produce.

You also lack logistics points. Upgrading both logistics and fuel production should fix your issue.
