Method to the madness

Is there a method to the madness of generating worlds when it comes to starting capitals? Or is there no way to prevent this crappy start, since the minors have sufficient strength to make taking them nearly impossible this early. This is ridiculous.

The way the river snakes around the capital could be really handy, at least.

Got a turn one save we can mess with?
I don't believe the Spread Out option on world generation would help avoid this in particular, as it only affects majors.

Upload the save please; looks like a, potentially, great start to improve your empire. Admittedly, with all my hours in, I have never seen a start like this. Why I love the 'rng' of the planet generation possibilities/surprises this game offers.
