Disbanding Assets and Regime Profiles

Make capturing cities from major regimes destroy most asset levels, even if no asset damage is done, and give Autocracy (and/or heart?) big reductions in how much is lost.
Balance wise this reduces the benefit that accrues to the side that is already winning. Instead of capturing game winning industry mines and offices you just get the raw materials of land and pop you will have to redevelop. Autocracy (which is terrible) gets something actually useful to leverage a short term advantage, and thematically fits a dictatorship waging war to fund it's wars.
To make this meaningful in MP, remove the instantaneous disbanding of assets, and allow the slow closure of private ones. Allow the merging of cities while disbanding is still ongoing, but make it impossible to stop the disband of city assets if that happens.
